Seiya in the manga
Seiya Kou is also know as Sailor Star Fighter. While on Earth, Fighter gained the body of a male. The three lights took on these forms to find their princess, Kakyuu. Seiya is the leader of Starlights...some info about her is posted below:

Born 7/30 (same birthday as Schwarzenegger), Leo.
Sometimes wears a red headband. (Like during sports.)

She gives the impression of Mamoru and Haruka added
together and broken in two, to make a shounen.
Always mad.
Physical and egotistical.
A worrying super-pessimist.
Silver earrings.
The model was Jenny Shimizu!
Light blue ribbon.
The three of them form the idol group "Three Lights"
(techno style).
Seiya is probably one of the cockiest of characters Naoko created but is one of the greatest! The manga is a little different from anime, in the anime the lights gain male bodies while on Earth but in the manga they cross dress. Seiya meets Usagi at an airport in both the anime and manga but the three lights have a smaller role.
People often get confused about the lights genders in Seiya's prolouge Seiya says:
"We became boys!"
Plus, soliders can only be girls.

While on Earth, Seiya first appears in episode 173. In this episodes, Mamoru leaves and everything starts off. Usagi has a run in with Seiya before the battle with the phage. From the point on, Seiya calls Usagi "Odango." which means Dumpling in English. Seiya is coonsidered very cocky, Usagi is first very annoyed with Seiya bugging her. The first time in 174 when the three lights get to school, Seiya sits behind her and calls her Tskumi Dumpling.
Seiya is a mixed between Mamoru/Haruka. She/he becomes good friends with Usagi while on Earth. The two have a playful relationship such as Seiya saying in 180 "Ahh! You trying to make excuses!" and Usagi replies "No way! What would you and Michiru have done if Haruka and I haven't came in?" The two tease each other a lot
Seiya is the youngest of the three lights but the lead singer. She/he also plays the guritar. On Earth once again with Usagi we see Seiya's relationship become more romantic with Usagi. For me it starts around 180 when the orecstar conductor asks Seiya "is she your girlfriend?" and Seiya adresses it "Something like that."
The romance later delvopes within 20 episodes. On 181 Usagi and Seiya even go on a date together, Seiya thinks Mamoru is desciving Usagi but Usagi says it's not true and Mamoru is always thinking about her.
Seiya even holds Usagi later while they’re at a dance club, Usagi is confused when she picks up Seiya’s scent and compares it to Mamoru...but her thoughts are interrupted by Sailor Iron Mouse. Seiya tells Usagi to get away and she listens, Iron Mouse attacks but Seiya transforms showing Iron Mouse that she’s Sailor Star Fighter. When Sailor Moon comes in, Fighter can see Usagi underneath her sailor suit but soon banishes the idea at the end of the episode.
In 184, Seiya even is Usagi’s bodyguard. In Usagi’s room, Seiya sees a picture of Mamoru and Usagi and puts it face down on the desk saying, "don’t make her so sad." Seiya sees Mamoru is deceiving her and makes advances by flirting.
Seiya often uses the lovely cocky personality to flirt with Usagi. In 174, there is a tiny glimpse of this while Usagi is showing Seiya around the school. Usagi says "This is the American Football team." And Seiya says, "it suits a cool guy like me, don’t you think?" And Usagi says "In what way?"
In 187, Seiya even says she/he will give Usagi special training for a baseball tournament coming up. In 187, Seiya makes a bet that saying they’ll win a game and saying but before, Usagi says,"I have a better boyfriend than Seiya!" She’s giving the girl Sonoko the idea that Seiya and Usagi are more than just friends.
In the same episode, when Seiya and Usagi are practicing way after school Seiya says, "Do you want to break up with me?" But Usagi indicates by saying, "I’m not dating you!" The two have a playful relationship.
In 188, when the solider forms are discovered when Usagi gets on the plane Seiya tells her, "I’ll protect you if something happens so don’t worry." When Sailor Aluminum Siren comes in Seiya gets angry at the fact Siren is trying to get her star seed and transforms into Fighter in front of Usagi. All of the inners do the same changing the relationship between them. Before the fight, Seiya even puts her (since the three lights actually are female) hand over Usagi’s. I think by 188 Seiya fell in love with Usagi.
Now, Yaten and Taiki try to keep Seiya away from Usagi but fails. In 189 at the three lights are at a radio show and Seiya spots Usagi in the crowd and plays her requested song. Seiya apolgizes by saying, "I didn’t mean to deceive you. I can’t tell you all the details...but sometime when can get to know each other." Usagi sayings , "I’m sorry I can’t understand your situation. Someday, we can understand each other." Right after that, Lead Crow comes in and attacks the DJ but soon gets his star seed returned. Nynako comes in with a cats gun and almost shoots Usagi but Seiya blocks her...after that, Maker and Healer tell the inners to stay away from them.
But, in 190 Seiya invites Usagi to see their live concert to explain how they got to Earth. She shows her that their planet was destroyed by Galaxia which sent them to Earth. Seiya uses some kind of power to show Usagi what happened...the Starlights basically have the power to do that but Seiya seems to use it more (189 and 190).
In 193, Seiya comes to Usagi’s house at night and says, "I’m happy to see your face." Flirting with her again and Usagi replies, "you’re weird, aren’t you?" and invites Seiya to the school festival but Yaten and Taiki later come in to take the inscene burner from Chibi-Chibi. In the same episode Usagi gives up her star seed for a short time and Fighter even screams "NO!" while it's happening, Nyanko before that causes Crow to drop the black hole she had been holding in a case and it's starts to spread...Fighter protects Usagi at one point and Usagi gets her star seed back and the Starlights princess is released from the burner from her being hurt since the three lights left Kinmoku.
in 194, Seiya tries to get a hold of Usagi at night and calls herself and idiot for trying to phone her. At school, Usagi is targarted still for her star seed. Nyanko finds her on the roof of the school and attacks her. Usagi transform into Sailor Moon and fights her. Seiya is in the classroom thinking "This is my last time as Seiya Kou" about to place a rose on Usagi's desk Rei comes in asking of Seiya has seen Usagi. Meanwhile Usagi's friends are searching the gym, Seiya takes care of the roof and disguises herself as Tuxedo Mask and even uses the famous rose attack. Seiya transforms into Fighter and helps Sailor Moon, afterwards Usagi has a break down on the roof and Seiya even ask her after she says "I want to see you, Mamo-chan!" Seiya asks "Am I not good enough?"
The episode afterwards in 195 is the Lights final concert. At the start of the episode, Rei confronts Usagi saying Mamoru is the one she cares about more than anyone and afterwards admits she hasn't got one reply from him since he went to America. The next day, Ami even says that she called the University and says Mamoru never made it there. Meanwhile, Usagi is heading off to the final concert. Haruka and Michiru are on the otherside of the street and Haruka questions if Usagi is going to see them. Usagi says, "I love Mamo-chan but I love others too!" After Michiru questions the her about her relationship with Mamoru. The two go with her making sure this is the LAST time the two will see each other. Once there, Seiya asks for some private time and knows the fact the love she has for Usagi is one-sided and says "I wanted to tell you my feelings because Seiya's time is short." Seiya even admits it isn't her real name. She then kisses Usagi on the cheek and prepares for the concert. At the same time, Nyanko comes in telling everyone the Galaxy belongs to Galaxia. In the same episode, the Starlights princess dies...
197, after Sailor Moon's friends die it seems as if the Starlights think that they can't defeat Galaxia. Saturn says "That's not true." and after asks, "Do you like Sailor Moon?" Fighter says , "Yes, I do." In this episode Uranus and Neptune join Galaxia becoming her animates like in the manga. Fighter also protects her from Galaxia's attack to take their star seeds.
in 198 where Uranus and Neptune attack the Starlights and Sailor Moon after their "nap" the two remaining Outers combined their attacks, the first light to fall is Maker then Healer then you can see Fighter holding Sailor Moon close to her and she asks after "Are you alright?" and Sailor Moon says yes. When Uranus and Neptune's braclets are removed and the two outers fade Uranus says "Fighter, what you're trying to protect isn't peace and future is it?" and after says "From now on, you want to protect her." Later, Fighter, Maker and Healer tell Sailor Moon they believe in her when she wants to give up.
In 199, Fighter even admits she'd be willing to protect Usagi even if it meant her life which is the moment Healer and Maker say "Fighter!" incidating that their friend loves Sailor Moon. The three Starlights attack Galaxia and protect Sailor Moon. Fighter says, "I really like your shine." She even picks Sailor Moon and jumps high in the air to protect her from an attack of Galaxia's, Sailor Moon then says Fighter's name and the Starlight smiles. In this episode, the Light Of Hope appears.
In the very last episode, 200 Sailor Moon attempts to defeat Choas which had taken over Galaxia's body. The Starlights watch from the bottom, at the end of the episode Seiya says she's glad that Usagi got her boyfriend back and admits her love for Usagi. Being as dense as Usagi can be she says "Yeah! We'll be friends forever." The inners say she doesn't get it and Yaten and Taiki laugh at Seiya along with their princess. Before leaving, Seiya tells Mamoru, "from this point on, protect her." and then says "it's just a line from a cocky bastard!" and Mamoru says "I understand." Seiya says "Bye, Dumpling!" The three lights leave Earth and Usagi thanks Seiya in her mind. Later at the exact end there could be a little hint Usagi understood Seiya's love by asking Mamoru "Do you love me?" and he asks "Why so suddenly?" she asks "How much?" and he explains and the episode ends.
